Owen Baya has been a member of the Orange Democratic Movement (ODM), since 2017 and an Aspirant Member of Parliament of Republic of Kenya representing Kilifi North constituency.

Between 2008 and 2009, he was moved to Coast Institute of Technology as a Deputy Principal and later in 2009 till now working at Pwani University as a Lecturer. From 2009 to 2013, again at Pwani University, he was appointed as a Deputy Registrar. In 2013, Owen Baya joined County Government of Kilifi as a County Secretary as well as a Head of Public Service and Secretary to the Cabinet. In 2017, joined Kenya National Assembly as a Member of Parliament.
