Justin Muturi whose full name is Justin Bedan Njoka Muturi is the seventh Speaker of the National Assembly of Kenya since 2013. Muturi is the first Speaker to serve following the re-establishment of a bicameral Parliament, as per the 2010 Constitution. He won the speakership after a second round of voting by Members of the National Assembly, on 28th March, 2013, beating former speaker Marende.

Education

Speaker Bedan Njoka Muturi joined Kangaru Boys High School for his secondary education and later joined University of Nairobi’s school of Law and in 1981, he graduated with a Bachelor of Law degree. Muturi later went to Kenya School of Law to pursue a Post Graduate diploma in Law. Muturi became an advocate of the High court of Kenya when he was admitted to the Bar in 1982.

Political Career

Speaker Muturi was first elected as a Kenya African National Union’s (KANU) member to represent Siakago Constituency in Parliament following a 1999 by-election. Muturi won and re-elected in 2002 and served as opposition chief whip and chair of the Public Investment Committee during the 10th Parliament. Muturi vied for re-election in 2007, but lost to Lenny Kivuti. He ran for the Mbeere North parliamentary seat under The National Alliance party ticket, but lost to Muriuki Njagagua in 2013.

From 1999 to 2004, the Speaker served as a member of the Parliamentary Select Committee on the constitutional review. Muturi was elected KANU National Organising Secretary in November, 2008, and was the PNU constitution committee chairman during the national constitutional talks between 2008 and 2010. He was appointed the chairman of the Centre for Multiparty Democracy in April 2011, a civil society group that deals with democracy issues in multi-party politics. Speaker Muturi was formerly a judiciary employee serving as a principal magistrate from 1982 to 1997 before retiring from judicial service. Justin Muturi also served as the chairman of the Judges and Magistrates Association during the time. Muturi was a member of the Africa Parliamentarians Network Against Corruption, Global Organisation of Parliamentarians Against Corruption and the Parliamentary Network on the World Bank.
